The philosophical difference
These products answer different questions. Sage Intacct is a best-in-class cloud financial management system. It aims to do finance better than anything else, covering multi-entity consolidation, dimensional reporting and close automation, and it connects to best-of-breed systems for everything else (Salesforce natively, others via its REST API). NetSuite is a true all-in-one suite, with financials, CRM, inventory, e-commerce and professional services automation on a single database. Neither philosophy is wrong. They fit different businesses.

Both products are sold by quotation, and both vendors' websites publish comparison pages claiming the other has a higher total cost of ownership. We are not going to quote either side's numbers as fact. The practical guidance is this: total cost is driven by users, entities, modules and implementation scope. Get both quoted against an identical written requirements list, and compare five-year totals rather than year-one prices.
The South African question
Whatever you choose, you will live with the local delivery team, not the brochure. Ask any prospective partner, Sage or NetSuite, the same questions. How many implementations have you done in South Africa? Can I speak to three references my size? Who exactly will be on my project? We are happy to answer all three. Make sure the alternative is too.
